Only Learners Can Book (End of Instructor Bookings)
Starting in Spring 2026, the DVSA will require only learner drivers to book and manage their own tests. For years, driving instructors and schools have been able to book slots on behalf of their pupils. This is being stopped to prevent unofficial "reseller" businesses from bulk-booking tests and selling them at a profit.
- What this means for you: You will be responsible for the "final click" and payment on the GOV.UK website. Your instructor can still give you their reference number so you can check their availability before you lock in a date.
The "Two-Change" Limit
To stop people from "squatting" on test slots and constantly pushing them back, the DVSA is introducing a strict limit on modifications.
- The Rule: You will only be allowed to make two changes to your appointment.
- What counts as a change: Altering the date, shifting the time, or changing the test centre.
- The Consequence: If you need a third change, you will have to cancel the test entirely and start the booking process from scratch.
Location Locking
A common tactic for desperate learners has been to book a test in a quiet rural area (like the Isle of Skye) just to get a booking on the system, and then "swap" it for a local centre later.
- The Change: You will only be allowed to move your test to centres near your original booking. This ensures that local slots stay available for local learners and prevents national "slot-swapping."
Longer Cancellation Notice (10 Working Days)
This rule was updated in April 2025 and remains a core part of the strategy.
- Old Rule: 3 clear working days' notice to cancel or change without losing your fee.
- New Rule:10 full working days' notice.
- Why: Short-notice cancellations often leave slots empty because other learners don't have enough time to arrange a car and instructor. The 10-day window gives someone else a fair chance to grab that spot.
Driving Test Content Tweaks
Beyond the booking system, the test itself saw minor adjustments in late 2025 to give examiners more flexibility:
- Fewer Stops: Mandatory "normal stops" reduced from 4 to 3.
- Emergency Stops: These are now conducted in roughly 1 in 7 tests (down from 1 in 3).
- Independent Driving: Examiners can now extend the sat-nav or road-sign portion to last the full duration of the test if they feel it’s necessary to assess you in high-speed or high-risk areas.
